On March 20, the launching meeting of legal volunteers for grassroots chambers of commerce in Putuo District was held at the district government, marking the official establishment of the first team of legal volunteers for grassroots chambers of commerce under the District Federation of Industry and Commerce. Guo Fang, member of the District Party Committee Standing Committee, Vice Chairman of the District Political Consultative Conference, and Minister of the United Front Work Department, attended the meeting and delivered a speech. Leaders from various streets and towns, presidents and secretaries-general of grassroots chambers of commerce, and heads of 11 local law firms attended the meeting.
The meeting was hosted by Xu Zhiping, Deputy Minister of the District United Front Work Department and Secretary of the Party Leadership Group of the District Federation of Industry and Commerce.
At the meeting, Liu Guliang, Director of the District Judicial Bureau, read out the "Service Rules for Legal Volunteers of Grassroots Chambers of Commerce in Putuo District"; Weng Zhigang, Vice Chairman of the District Federation of Industry and Commerce, President of Zhenru Town Chamber of Commerce, and General Manager of Shanghai Dongfang Textile Daily Sales Co., Ltd., and Wu Jun, Managing Attorney of Shanghai Wanlian Law Firm, spoke on behalf of the grassroots chambers of commerce and lawyer volunteers respectively. A ceremony was also held to present legal volunteer appointment certificates to chamber members.
Guo Fang emphasized that Putuo District has more than 20,000 enterprises, and there is broad space for providing legal volunteer services to enterprises; she required that the District Federation of Industry and Commerce and chamber organizations leverage their organizational advantages and promote the Putuo "service" brand, using their platform and bridge roles to truly benefit enterprises; at the same time, she required that lawyer volunteers establish a correct view of gain and loss, "golden cups and silver cups are not as good as everyone's good reputation." She hoped that law firms would achieve "win-win" outcomes through volunteer activities and play their role in the District Federation of Industry and Commerce's central work and service to the overall situation. She also required that Party committees of various streets, towns, and industrial parks show care and attention to the launch of the activity and create conditions to facilitate volunteer services.
The establishment of grassroots chamber legal volunteer teams and the development of lawyer volunteer actions is an important measure by the District Federation of Industry and Commerce and the District Judicial Bureau to strengthen inter-departmental collaboration and jointly serve the economy, grassroots, and enterprises; it is an important manifestation of helping small and medium-sized enterprise development and promoting regional economic and social progress; it is also a concrete practice of deeply carrying out the Party's mass line education practice activities. The grassroots chamber legal volunteer team will promote the volunteer spirit, based on the principle of voluntariness, to provide high-quality and comprehensive legal services for chambers of commerce and their member enterprises, including regularly or irregularly conducting legal publicity, legal consultation, and legal aid at grassroots chambers of commerce; conducting law-into-parks and law-into-enterprise activities through consultation; carrying out legal popularization publicity; and providing legal services for chamber member enterprises, especially small, medium, and micro enterprises. The establishment of grassroots chamber legal volunteer teams has received two-way support and welcome from grassroots chambers of commerce and law firms.
