The Changfeng New Village Subdistrict in Putuo District, Shanghai, has taken innovative steps in the field of building-level Party building, actively exploring new models of building governance, and successfully creating an upgraded "4.0" version of building-level Party building. Through a governance model that progresses "from point to surface, and from surface to entirety," the Subdistrict has continuously strengthened the Party building organizational system, expanded the dimensions of governance coverage, optimized the allocation of resources and forces, improved the mechanism for empowerment and capacity enhancement, and established a multi-governance platform, driving the iterative upgrading of the system, functions, mechanisms, and carriers of building-level Party building.

Currently, the Changfeng New Village Subdistrict has established three building-level Party committees: the Jin Tie Building Party Committee, the Changfeng Bay Building Party Committee, and the Global Harbor Building Party Committee, as well as 20 building committees, including those for Hailiang Tower, Xin Cheng Holdings Tower A (B), and Guosheng Center, achieving a building coverage rate of over 80%. This initiative marks the formal establishment of a management mechanism characterized by shared governance and superimposed empowerment between the building-level Party committees and the building committees.

Recently, the Changfeng Bay Building Party Committee, in conjunction with the Hailiang Tower Building Committee, held a group-service activity themed "Party Building Leads Service Delivery, New Loyalty to Enterprises Enters the Building" in the lobby of Hailiang Tower A. Attorney Ouyang Chenpeng from Shanghai Runyi Law Firm was invited to participate, providing on-site answers to questions for enterprises and employees, attracting nearly 400 participants. The event distributed contact cards of the Hailiang Tower Building Committee and the Subdistrict's Party and Mass Service Venue Handbook, delivering high-quality red resources to building enterprises, Party members, and the masses, thereby building a "bridge of connection" to serve the people.
